Putin says Syria deals with Obama have not worked, proposes Marshall Plan

Russian President Vladimir Putin said Thursday that the deals he had made on Syria with American President Barack Obama had not worked.


In a speech delivered at the Valdai discussion club in Sochi, southwest Russia, Putin accused certain parts of Washington of having done everything possible to stop the deals from being carried out.

He lamented that after long negotiations, the US and the rest of the West had not managed to form a united front against terrorism.

The head of the Kremlin proposed the formation of a sort of Marshall Plan for the Middle East, similar to the made one by the US after World War II to help western Europe rebuild and recover by giving out $120 billion.

He said the colossal magnitude of the damage done in the Middle East required the elaboration of a long-term cooperative plan which Russia was willing to actively participate in.

Putin underlined the need to put the reconstruction of state systems, the economy and strong social spheres in the region at the top of the international agenda.
